Updation of Express Cargo Clearance System (ECCS) in view of Budget 2024-25

Advisory No. 03/2024 dated 29.01.2024

Please refer to ICES Advisory 01/2024 dated 16th Jan 2024 regarding updation of changes vide Budget 2024-25 in System. The Union Budget 2024-25 is expected to be presented in the Parliament on 01.02.2024. Consequent to the same, the exercise of updation of Customs Notification and Tariff Directories would be undertaken in ECCS.

2. Consequent to the presentation of Budget on 01.02.2024, the filing of commercial Courier Bills of Entry (CBEs), i.e. CBE-XIII and CBE-XIV would not be available from 17:00 hours onwards on 01.02.2024 till the completion of updation of all changes in the Express Cargo Clearance System (ECCS). Other than filling of CBEs, all other services at ECCS would continue as usual. The system would also be available to officers for other functions in ECCS.

3. Since Courier Shipping Bill (CSB) filing and assessment would continue as usual, in the event of changes in Export Duty and Export Cess or other export-related levies in the forthcoming Union Budget, it is advised that the respective ICTs should keep track of the relevant CSBs which are given Let Export Order (LEO) after 1st February 2024, till the directory changes are made online. Till such time, export duty or cess or any other export levies imposed should be collected manually thereon.

4. Further, while processing of CBEs filed before 17:00 hours on 1st February 2024 would continue as usual, the field formations should keep track of prior Bills of Entry filed on or before 1st February 2024 for any change in duty liability before issuance of Out of Charge (OOC).

5. The System would be available only after suitable updation is made in ECCS according to the Budgetary changes.

6. The trade may be suitably advised to schedule clearance of their CBEs in view of timelines as indicated above.
