Action against Paytm Payments Bank Ltd under Section 35A of the Banking Regulation Act, 1949

In Press Release dated March 11, 2022, the Reserve Bank of India, in exercise of its powers under section 35A of the Banking Regulation Act, 1949, had directed Paytm Payments Bank Ltd (PPBL or the bank) to stop onboarding of new customers with immediate effect.

2. The Comprehensive System Audit report and subsequent compliance validation report of the external auditors revealed persistent non-compliances and continued material supervisory concerns in the bank, warranting further supervisory action.

3. Accordingly, in exercise of its powers under section 35A of Banking Regulation Act, 1949 and all other powers enabling it in that behalf, the Reserve Bank of India, has today directed PPBL as below:

  1. No further deposits or credit transactions or top ups shall be allowed in any customer accounts, prepaid instruments, wallets, FASTags, NCMC cards, etc. after February 29, 2024, other than any interest, cashbacks, or refunds which may be credited anytime.

  2. Withdrawal or utilisation of balances by its customers from their accounts including savings bank accounts, current accounts, prepaid instruments, FASTags, National Common Mobility Cards, etc. are to be permitted without any restrictions, upto their available balance.

  3. No other banking services, other than those referred in (ii) above, like fund transfers (irrespective of name and nature of services like AEPS, IMPS, etc.), BBPOU and UPI facility should be provided by the bank after February 29, 2024.

  4. The Nodal Accounts of One97 Communications Ltd and Paytm Payments Services Ltd. are to be terminated at the earliest, in any case not later than February 29, 2024.

  5. Settlement of all pipeline transactions and nodal accounts (in respect of all transactions initiated on or before February 29, 2024) shall be completed by March 15, 2024 and no further transactions shall be permitted thereafter.

Lending and Deposit Rates of Scheduled Commercial Banks – January 2024

Data on lending and deposit rates of scheduled commercial banks (SCBs) (excluding regional rural banks and small finance banks) received during the month of January 2024 are set out in Tables 1 to 7.

 

Highlights:

Lending Rates:

  • The weighted average lending rate (WALR) on fresh rupee loans of SCBs stood at 9.32 per cent in December 2023 (9.41 per cent in November 2023).

  • The WALR on outstanding rupee loans of SCBs was at 9.85 per cent in December 2023 (9.83 per cent in November 2023).1

  • 1-Year median Marginal Cost of Fund based Lending Rate (MCLR) of SCBs moved to 8.80 per cent in January 2024 from 8.75 per cent in December 2023.

Deposit Rates:

  • The weighted average domestic term deposit rate (WADTDR) on fresh rupee term deposits of SCBs increased to 6.49 per cent in December 2023 from 6.34 per cent in November 2023.

  • The weighted average domestic term deposit rate (WADTDR) on outstanding rupee term deposits of SCBs was at 6.83 per cent in December 2023 (6.78 per cent in November 2023).1

Commemorative Coin on 125th Birth Anniversary of Shri Ram Chandraji of Shahjahanpur

 In exercise of the powers conferred by clauses (d) and (e) of sub-section (2) of section 24 of the Coinage Act, 2011(11 of 2011), the Central Government hereby makes the following rules, namely:

  1. Short title and commencement.- (1) These rules may be called the Coinage (Issue of Commemorative Coin on the occasion of 125th Birth Anniversary of Shri Ram Chandra Ji of Shahjahanpur, Uttar Pradesh) Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Denomination of coin.- The coin of one hundred and twenty-five rupees denomination shall be coined at the Mint for issue under the authority of the Central Government on the occasion of 125th Birth Anniversary of Shri Ram Chandra Ji of Shahjahanpur, Uttar Pradesh.

3. Dimension and composition of coin.- The coin of the denomination mentioned in rule 2 shall conform to the following dimensions and composition, namely: -

  1. Design.-The design of the coin shall be as specified in the First Schedule to these rules
  2. Standard weight and remedy allowed.- The standard weight of the coin of denomination referred in rule 2 shall be coined to commemorate on the occasion of 125th Birth Anniversary of Shri Ram Chandra Ji of Shahjahanpur, Uttar Pradesh and the remedy allowed in making of such coin shall be as specified in the Second Schedule to these rules

OBVERSE:

This face of the coin shall bear the Lion Capitol of Ashoka Pillar in the centre with the legend “” inscribed below, flanked on the left periphery with the word “” in Devnagri script and on the right periphery with the word “INDIA” in English. It shall also bear the Rupee symbol “₹” and denominational value “125” in the international numerals below the Lion Capitol.

REVERSE:

This face of coin shall bear the portrait of Shri Ram Chandra Ji of Shahjahanpur, Uttar Pradesh in the centre of the coin. The inscription “, 125” shall be written in Devnagari script on the upper periphery and the inscription “125TH BIRTH ANNIVERSARY OF SHRI RAM CHANDRA JI OF SHAHJAHANPUR, U.P.” in English is depicted on the lower periphery of the coin. The year “2024” in international numeral shall be written below the portrait of the coin.
