Department of Telecom blocks about 1.4 lakh mobile handsets linked to financial frauds

More than 500 arrested, and about 3.08 lakh SIMs, 50 thousand IMEI blocked since April 2023 through Pratibimb portal

Banks and financial institutions to phase out  use of regular 10-digit numbers and use specific number series such as '140xxx' for commercial/ promotional activities

Dr. Vivek Joshi, Secretary, Department of Financial Services (DFS), Ministry of Finance, chaired a meeting in New Delhi, today, to follow up on the issues discussed in the last meeting related to cyber security in the financial services sector held on 28.11.2023 and to discuss the increasing incidents of recent online financial frauds.

The meeting was also attended by senior officials of Department of Financial Services (DFS), Department of Economic Affairs (DEA), Department of Revenue (DoR), Ministry of Home Affairs (MHA), Ministry of Electronics & Information Technology (MeitY), Department of Telecom (DoT), Reserve Bank of India (RBI), Telecom Regulatory Authority of India (TRAI), Unique Identification Authority of India (UIDAI), Indian Cyber Crime Co-ordination Center (I4C), National Payments Corporation of India (NPCI), Punjab National Bank (PNB) and State Bank of India (SBI).

The meeting took stock of the action points which emerged during the discussion in the last meeting and reviewed the preparedness of the banks and other financial institutions in tackling the challenges arising from cyber security in the financial services sector, increasing trend of digital payment frauds, and readiness of all the concerned stakeholders in this regard.

The following were noted during the deliberation:

  1. Department of Telecom (DoT) has developed अस्त्र (ASTR), an AI/ML based engine, to detect mobile connections taken on fake/ forged documents. About 1.40 lakh mobile handsets either linked to the disconnected mobile connections or misused in cyber-crime /financial frauds have been blocked.
  2. DoT analysed 35 lakhs Principal Entities sending bulk SMSs. Out of these, 19,776 Principal Entities involved in sending malicious SMSs blacklisted and 30,700 SMS Headers and 1,95,766 SMS templates have been disconnected.
  3. Pratibimb portal, on which SIM and IMEI of the suspected fraudster are plotted on real time basis, has enabled the law enforcement agencies to utilise it to identify and locate the suspects. Till date, more than 500 arrests have been made around 3.08 lakh SIMS blocked, around 50 thousand IMEI blocked, and 592 Fake Links/ APK and 2,194 URLs blocked since April 2023. 

Some of the issues that were discussed included:

· Onboarding of Banks/ Financial Institutions on the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) platform through API integration.

· Integration of CFCFRMS platform with National Cybercrime Reporting Portal (NCRP) with the aim to centralise the platform that will enable effective collaboration between Police, Banks, and Financial Institutions, allowing for real-time monitoring and prevention of fraudulent activities.

· Banks and financial institutions are required to phase out the use of regular 10-digit numbers and use specific number series such as '140xxx' for commercial/ promotional activities as prescribed by TRAI.

· Ensuring round-the-clock availability of resources to promptly address complaints will improve fraud-to-hold ratio.

· Formulating an action plan/ SoPs for returning of funds to the victim from fraudulent accounts.

· Banks and financial institutions are required to conduct additional customer awareness and sensitisation programmes in regional languages on the security of digital payments.

· Sharing of information by Banks/ Financial Institutions in a standardised format for ease of analysis by Law Enforcement Agencies (LEAs).

Startup India Seed Fund Scheme provides financial assistance to startups for proof of concept, prototype development, product trials, market entry and commercialization


198 incubators selected under Scheme with total approved funding of Rs 802.98 crore as on 31st December 2023

The Startup India Seed Fund Scheme (SISFS) provides financial assistance to startups for proof of concept, prototype development, product trials, market entry and commercialization through eligible incubators.

As per provisions under the SISFS, the Experts Advisory Committee (EAC) evaluates and selects incubators for allocation off undsunder the Scheme. Theapproved incubators shortlist the startups in accordance with the guidelines of the Scheme. The Scheme has been operationalized from 1stApril 2021.

As on 31stDecember 2023, 198 incubators have been selected under the Scheme with a total approved funding of Rs 802.98 crore. The State/Union Territory (UT)-wise list of number of the selected incubators is placed as Annexure I.

The approved incubators have selected 1,740 startups with a total approved funding of Rs 306.43 crore as on 31stDecember 2023. The State/UT-wise details of the number of startups selected by the approved incubators in the last three years viz 2021, 2022, and 2023 is placed as Annexure II. The State/UT- wise details of the amount of funding approved for startups in the last three years viz 2021, 2022, and 2023 is placed as Annexure III.

Under the Startup India initiative, direct financial assistance is not provided to States/UTs.

The Government of India is committed to promote Agri-startups by providing financial and technical support

PROMOTION OF STARTUPS IN AGRICULTURE SECTOR

The Government of India is committed to promote Agri-startups by providing financial and technical support to agri-startups in agriculture and allied sectors. Department of

Agriculture & Farmers' Welfare (DA&FW) is implementing “Innovation and Agri-

Entrepreneurship Development” programme under Rashtriya Krishi Vikas Yojana (RKVY) from 2018-19 with an objective to promote innovation and agri-entrepreneurship by providing financial and technical support for nurturing startups ecosystem in the country. 

So far, 5 Knowledge Partners (KPs) and 24 RKVY Agribusiness Incubators (R-ABIs) have been appointed for training & incubation of agri-startups and implementation of this programme. The list of these 5 KPs and 24 R-ABIs is at Annexure. Under the programme, the funds are released to KPs and R-ABIs functioning in different States. These KPs and R-ABIs have established incubation centres to provide trainings, mentorship and financial support to startups under the programme. 

So far, 1554 agri-startups including 387 women led startups working in various field of agriculture & allied sector have been supported with technical and financial assistance of Rs. 111.57 crores released in instalments through various KPs and R-ABIs from 2019-20 to 2023-24 under this programme.  

Under the programme, the financial support up to Rs. 5.00 lakh is provided at the idea/pre seed stage and up to Rs. 25 lakh at the seed stage to entrepreneurs/ startups in the field of agriculture & allied sector to launch their products, services, business platforms, etc into the market and facilitate them to scale up their products and operations. Start-ups are trained and incubated by these Knowledge Partners (KPs) and RKVY Agribusiness Incubators (R-ABIs) appointed under the programme. Besides, Government of India organize various national level programmes including agri-startup conclave, agri-fair and exhibitions, webinars, workshops to provide a platform for the promotion of agri-startups by linking them with various stakeholders. 

This Department is implementing “Agriculture Infrastructure Fund” scheme from 2020-21 onwards with an objective to provide medium-long term debt finance facility for investment in viable projects  for post harvest management and community farming assets through interest subvention and credit guarantee support to the eligible beneficiaries including farmers, agri entrepreneurs, start-ups etc. There is no specific provision for landless tenant farmers to setup start-ups under this scheme. However, 1284 startups have been supported with medium-long term debt financial support of Rs. 1248 crore including startup initiated by farmers under this scheme, given below.
